* Strip spaces in module names in explicit actions
Change:
- When an action is called like "action: copy foo=bar", strip spaces
around the action name.
- This allows "action: copy foo=bar" to work as expected.
Test Plan:

This change corrects problems reported by the `yamllint` linter.
Since key duplication problems were removed in 4d48711, this commit
mainly fixes trailing spaces and extra empty lines at beginning/end of
files.
