[bgpd] Add 'show ... neighbor .... prefix-counts' command

* bgp_route.c: Add 'show ... bgp ... <neighbour> prefix-count'
commands, to provide detailed counts of prefixes for a peer.
Informative, and should help pin down to pfxcnt drift
problems.
