USB: EHCI: Add Intel Moorestown EHCI controller HOSTPCx extensions and support phy low power mode
The Intel Moorestown EHCI controller supports non-standard HOSTPCx register extension. This register controls the LPM behaviour and controls the behaviour of each USB port.
