s390/hwcaps: move setup_hwcaps()
Move setup_hwcaps() to processor.c for two reasons: - make setup.c a bit smaller - have allmost all of the hwcap code in one file Signed-off-by: Heiko Carstens <hca@linux.ibm.com>
