flow_dissector: rst'ify documentation
Rename bpf_flow_dissector.txt to bpf_flow_dissector.rst and fix
formatting. Also, link it from the Documentation/networking/index.rst.
Tested with 'make htmldocs' to make sure it looks reasonable.
