[IA64-SGI] pass segment# on SN_SAL_IOIF_SLOT_{DIS,EN}ABLE calls
Bugfix... the altix SN_SAL_IOIF_SLOT_ENABLE & SN_SAL_IOIF_SLOT_DISABLE
SAL calls need to pass the segment# down
