sparc: switch sys_compat_rt_sigaction() to COMPAT_SYSCALL_DEFINE
note that while struct compat_sigaction is the generic one, syscall
itself *isn't* - different arguments. IOW, CONFIG_ODD_RT_SIGACTION
stays.
