KVM: VMX: switch blocked_vcpu_on_cpu_lock to raw spinlock
blocked_vcpu_on_cpu_lock is taken from hard interrupt context
(pi_wakeup_handler), therefore it cannot sleep.
Switch it to a raw spinlock.
