net: stmmac: Implement RSS and enable it in XGMAC core
Implement the RSS functionality and add the corresponding callbacks in
XGMAC core.
Changes from v1:
- Do not use magic constants (Jakub)
- Use ethtool_rxfh_indir_default() (Jakub)
