[NET]: Replace CHECKSUM_HW by CHECKSUM_PARTIAL/CHECKSUM_COMPLETE
Replace CHECKSUM_HW by CHECKSUM_PARTIAL (for outgoing packets, whose checksum still needs to be completed) and CHECKSUM_COMPLETE (for incoming packets, device supplied full checksum).
