qlcnic: support vlan rx accleration
Implemented vlan rx accleration in driver.
This helps in increasing significant performance and
reduces cpu utilization with GRO and LRO.
Eric Dumazet:

"We run in NAPI mode, so you can use dev_kfree_skb()."
