libata: kill ATA_LFLAG_HRST_TO_RESUME
Now that hardreset is the preferred method of resetting, there's no need for ATA_LFLAG_HRST_TO_RESUME flag. Kill it. Signed-off-by: Tejun Heo <htejun@gmail.com>
