sctp: rename WORD_TRUNC/ROUND macros
To something more meaningful these days, specially because this is

arch but to the protocol itself.
So, WORD_TRUNC becomes SCTP_TRUNC4 and WORD_ROUND becomes SCTP_PAD4.
