genirq/MSI: Relax msi_domain_alloc() to support parentless MSI irqdomains
Previously msi_domain_alloc() assumed MSI irqdomains always had parent
irqdomains, but that's not true for the new Intel VMD devices. Relax
msi_domain_alloc() to support parentless MSI irqdomains.
