rcu: Enable DEBUG_OBJECTS_RCU_HEAD from !PREEMPT
The prohibition of DEBUG_OBJECTS_RCU_HEAD from !PREEMPT was due to the
fixup actions. So just produce a warning from !PREEMPT.
