sched/docbook: Fix 'make htmldocs' warnings caused by missing description
When 'flags' argument to sched_{set,get}attr() syscalls were added in: 6d35ab48090b ("sched: Add 'flags' argument to sched_{set,get}attr() syscalls") no description for 'flags' was added.
