sched: tweak the sched_runtime_limit tunable
Michael Gerdau reported reniced task CPU usage weirdnesses. Such symptoms can be caused by limit underruns so double the sched_runtime_limit. Signed-off-by: Ingo Molnar <mingo@elte.hu>
