memory-hotplug: integrated __remove_section() of CONFIG_SPARSEMEM_VMEMMAP.
Currently __remove_section for SPARSEMEM_VMEMMAP does nothing. But even if we use SPARSEMEM_VMEMMAP, we can unregister the memory_section.
