mm/vmscan: remove unused RECLAIM_OFF/RECLAIM_ZONE
Commit 1b2ffb7896ad ("[PATCH] Zone reclaim: Allow modification of zone reclaim behavior")' defined RECLAIM_OFF/RECLAIM_ZONE, but never use them, so better to remove them.
