xfrm: Convert xfrm_addr_cmp() to boolean xfrm_addr_equal().
All users of xfrm_addr_cmp() use its result as boolean.
Introduce xfrm_addr_equal() (which is equal to !xfrm_addr_cmp())
and convert all users.
