selftests/seccomp: Test PTRACE_O_SUSPEND_SECCOMP without CAP_SYS_ADMIN
Add a test to check that PTRACE_O_SUSPEND_SECCOMP can't be set without
CAP_SYS_ADMIN through PTRACE_SEIZE or PTRACE_SETOPTIONS.
