There are some weird quirks when it comes to UEFI event log. Provide a
brief introduction to TPM event log mechanism and describe the quirks
and how they can be sorted out.

In order to be able to add this file to the security book,
we need first to convert it to reST.
While this is not part of any book, mark it as :orphan:, in order
to avoid build warnings.

In order too make Documentation root directory cleaner move the tpm
directory under Documentation/security.
