It is disabled since commit 1be01d4a5714 ("driver: base: Disable CONFIG_UEVENT_HELPER by default") as its dependency (UEVENT_HELPER) was made default to 'n', 2. It is not recommended (help message: "This should not be used today [...] creates a high system load") and was kept only for ancient userland, 3. Certain userland specifically requests it to be disabled (systemd README: "Legacy hotplug slows down the system and confuses udev"). The defconfig references were removed with: perl -p -i -e 's/CONFIG_KEYS_DEBUG_PROC_KEYS=y\n//' \ `git grep -l CONFIG_KEYS_DEBUG_PROC_KEYS=y` and the integrity Kconfig fixed by hand. Initial git repository build. I'm not bothering with the full history, even though we have it. We can create a separate "historical" git archive of that later if we want to, and in the meantime it's about 3.2GB when imported into git - space that would just make the early git days unnecessarily complicated, when we don't have a lot of good infrastructure for it. Let it rip!
