There appears to be no good reason to keep this as 64bit only. It works
on 32bit also, and has checks so that it can work correctly with 32bit
binaries on 64bit hardware which is why I think this works.
I tested this on qemu using the virtex-ml507 machine type.

Since commit 8a0a9bd4db63bc45e301, this comment in mmap_rnd() does not
hold true as the value returned by get_random_int() will in fact be
different every single call. Remove the comment and simplify the code
back to its original desired form.
This reverts commit a5adc91a4b44b5d1 which is no longer necessary and
also fixes the sparc code that copied this same adjustment.

Make sure compiler won't do weird things with limits. E.g. fetching
them twice may return 2 different values after writable limits are
implemented.
I.e. either use rlimit helpers added in
3e10e716abf3c71bdb5d86b8f507f9e72236c9cd
or ACCESS_ONCE if not applicable.
