In Makefiles, $(error ), $(warning ), and $(info ) expand to the empty
string, as explained in the GNU Make manual [1]:
"The result of the expansion of this function is the empty string."
Therefore, they are no-op except for logging purposes.
$(shell ...) expands to the output of the command. It expands to the
empty string when the command does not print anything to stdout.
Hence, $(shell mkdir ...) is no-op except for creating the directory.
Remove meaningless assignments.

It is better to check syscall.tbl for s390 in check-headers.sh, it is
similar with commit c9b51a017065 ("perf tools: Move syscall_64.tbl check

Recently, s390 uses a syscall.tbl input file to generate its system call
table and unistd uapi header files. Hence, update mksyscalltbl to use
it as input to create the system table for perf.

This should speed up accessing new system calls introduced with
the kernel rather than waiting for libaudit updates to include
them.
Committer testing:

The regs_query_register_offset() helper function converts
register name like "%r0" to an offset of a register in user_pt_regs
It is required by the BPF prologue generator.
The user_pt_regs structure was recently added to "asm/ptrace.h".
Hence, update tools/perf/check-headers.sh to keep the header file
in sync with kernel changes.

On s390, the vmexit event has a tree-like structure: between
exit_event_begin and exit_event_end several other events may happen and
with each of them refining the previous ones.
This patch adds a decoder for such events to the generic code and also
the files <asm/kvm_perf.h> and kvm-stat.c for s390.
Commands 'perf kvm stat record', 'report' and 'live' are supported.
