Subject: clocksource: parisc: Convert to clocksource_register_hz/khz

This converts the parisc clocksources to use clocksource_register_hz/khz

This is untested, so any assistance in testing would be appreciated!

Subject: parisc, exec: remove redundant set_fs(USER_DS)

The address limit is already set in flush_old_exec() so those calls to
set_fs(USER_DS) are redundant.
