These were forgotten during the initial conversion, probably because
most of them consisted only of a single entry.
Fix that.

This tries to add information about when each option was added. It goes
back to version 183.
The version info is included from a separate file to allow generating it,
which would allow more control on the formatting of the final output.

This allows checking from shell scripts whether the system is in a low
battery state. It just exposed the code we anyway have in a directly
accessible way.
This is also very useful for testing things.

It is now a supported executable, so add manpage.
