fbdev: Garbage collect fbdev scrolling acceleration, part 1 (from TODO list)
Scroll acceleration is disabled in fbcon by hard-wiring
p->scrollmode = SCROLL_REDRAW. Remove the obsolete code in fbcon.c
and fbdev/core/
