IB: Revert "remove redundant INFINIBAND kconfig dependencies"
Several subsystems depend on INFINIBAND_ADDR_TRANS, which in turn depends on INFINIBAND. However, when with CONFIG_INIFIBAND=m, this leads to a link error when another driver using it is built-in.
