`regmap_encx24j600`, `phycfg` and `phymap_encx24j600` are not modified
and can be declared as const to move their data to a read-only section.

The maple tree register cache is based on a much more modern data structure
than the rbtree cache and makes optimisation choices which are probably
more appropriate for modern systems than those made by the rbtree cache.

A loop for reading MISTAT register continues while regmap_read() fails
and (mistat & BUSY), but if regmap_read() fails a value of mistat is
undefined.
The patch proposes to check for BUSY flag only when regmap_read()
succeed. Compile test only.

In functions regmap_encx24j600_phy_reg_read() and
regmap_encx24j600_phy_reg_write() in the conditions of the waiting
cycles for filling the variable 'ret' it is necessary to add parentheses
to prevent wrong assignment due to logical operations precedence.

As part of the W=1 cleanups for ethernet, a million [*] driver
comments had to be cleaned up to get the W=1 compilation to
succeed. This change finally makes the drivers/net/ethernet tree
compile with W=1 set on the command line. NOTE: The kernel uses
kdoc style (see Documentation/process/kernel-doc.rst) when
documenting code, not doxygen or other styles.
After this patch the x86_64 build has no warnings from W=1, however
scripts/kernel-doc says there are 1545 more warnings in source files, that
I need to develop a script to fix in a followup patch.
The errors fixed here are all kdoc of a few classes, with a few outliers:
